Mr.
Gutierrez received a Bachelor of Arts
Degree from Pomona College, Claremont,
California in Government in 1969, and
received his law degree from UCLA in
1973. He also completed an Internship
in Public Affairs through the Coro Foundation,
Los Angeles, in 1970.
During his practice of law, Mr. Gutierrez has represented public
agencies in a wide variety of matters and litigated numerous
cases to trial before judges and juries. He has served as the
City Attorney for the City of Chino continuously since 1975.
He has also served as City Attorney, Redevelopment Agency Counsel
and Housing Authority Counsel for the City of El Monte. For the
City of Coachella, he serves as City Attorney and Redevelopment
Agency General Counsel. He is also General Counsel to the California
Cities for Self Reliance Joint Powers Authority, and co-General
Counsel to the Chino Valley Unified School District. He is also
currently Special Counsel to the Montebello Unified School District.
Mr. Gutierrez served as an appointed and elected Member of the
Board of Trustees for the Chaffey College Community College.
He has served as Judge Pro Tempore for the San Bernardino Superior
Court settlement conference program and the San Bernardino Superior
Court Arbitration Committee.
He has served as a Member of the Legal Advocacy Committee of
the City Attorney Department of the League of California Cities.
